SUMMARY

OF MAY 4, 2020, TELECONFERENCE WITH INDIANA MICHIGAN POWER COMPANY REGARDING DONALD C. COOK NUCLEAR PLANT, UNIT NOS. 1 AND 2 (EPID L-2020-LRM-0037)

On May 4, 2020, a Category I public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (the licensee) via teleconference. The purpose of the meeting was to discuss planned license amendment requests for the Donald C. Cook Nuclear Plant (CNP), Unit Nos. 1 and 2, related to extending the Type A test (also known as integrated leak rate test (ILRT)) interval beyond the currently approved 15-year requirement. The meeting notice, dated April 24, 2020, and agenda are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20115E458. A list of attendees is provided as the enclosure.

The licensee indicated that potential license amendments would be needed to extend the ILRT frequency by one refueling cycle; which would exceed the 15-year frequency required by the technical specifications. The license cited that the basis for the potential amendments would be the forecasted resurgence on the COVID-19 infections in the Fall time frame. With this forecast, CNP is attempting to limit the length of the outage in order to limit the opportunity for the spread of COVID-19 to essential plant workers. The licensee indicated that the amendments would consider the guidance in Regulatory Issue Summary 2008-27, Staff Position on Extension of the Containment Type A Test Interval Beyond 15 Years Under Option B of Appendix J To 10 CFR Part 50.

No members of the public participated in the meeting. No regulatory decisions were made at this meeting.
