SUMMARY

OF FEBRUARY 6, 2020, TELECONFERENCE WITH INDIANA MICHIGAN POWER COMPANY REGARDING DONALD C. COOK NUCLEAR PLANT, UNIT NOS. 1 AND 2 (EPID L-2020-LRM-0006)

On February 6, 2020, a Category I public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Indiana Michigan Power Company (the licensee) via teleconference. No regulatory decisions were made at this meeting.

The purpose of the meeting was to discuss planned license amendment requests (LARs) for Donald C. Cook Nuclear Plant (CNP), Unit Nos. 1 and 2. The LARs would update the pressure temperature (P-T) limit curves and the low temperature over-pressurization protection (LTOP) analysis. The meeting notice, dated January 24, 2020, and agenda are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20024D649. A list of attendees is provided as Enclosure 1.

The licensee presented information on the planned amendments. The licensee indicated that the planned amendment for CNP, Unit No. 2, was not needed until a later date. Therefore, the licensee plans to submit an amendment in the near term for CNP, Unit No. 1, and a similar amendment for CNP, Unit No. 2, later. The planned amendment for CNP, Unit No. 1, would revise the P-T curves from the current 32 effective full-power years (EFPY) to 48 EFPY. The current 32 EFPY P-T curves are anticipated to no longer be valid beyond February 2021. The licensee indicated that the planned amendment would be submitted in early April 2020. The NRC staff asked the licensee why the LAR would not be submitted sooner. The licensee indicated that additional analysis related to the LTOP needed to be completed prior to submitting the LARs. The NRC staff indicated that the LAR should be submitted as soon as practical to allow as much time as possible to complete the review to meet the need date of February 2021.
