Dear Mr. Moseley:

This letter confirms a telephone conversation between Mr. F. Jape of your staff and Mr. K. S. Canady concerning my letter of October 7, 1974 transmitting Unusual Event Report UE-269/74-5, " Acceptance Criteria Were Not Met During Unit Loss of Electrical Load Test."

The Corrective Action Section stated that a test to permit deter-mination of the specific parameters which prevented achieving the acceptance criteria would be performed prior to Oconee Unit 1 refueling. Currently, Unit 1 is operating at the 90 percent power level with Group 6 control rods controlling and Gr 2p 7 control rods fully inserted.

Further deboration to achieve a higher power level to perform the diagnostic test is not desirable prior to refueling. The diagnostic test will be performed on Unit 2 or 3 during the power escalation testing sequence and design changes which are appropriate will be- i implemented on Unit 1. -The loss of electrical load test will be performed on Unit 1 to verify that it meets the acceptance criteria j at some future date after refueling. j Very truly yours, -
