Docket No. 50-313 License No. DPR-51 Hydraulic Shock Suppressor Technical Specification Gentlemen:

Your letter of December 17, 1975, requested an amendment to our October 1, 1975, application for license amendment to reflect your revised model technical specification. The attached revised pages 66c,110e and 110f reflect the changes that we feel are appropriate. We have:

1. Added provisions for installing additional safety related snubbers l without prior NRC approval (3.13.3)
2. {

Deleted the requirement for periodic disassembly and inspection ' j of snubbers

We have not amended our Table 3.13-1 because our bases state:

"If the categorization option of 4.16.1.1 is used all hydraulic  !

shock suppressors in the reactor building shall be considered inaccessible and all others shall be categorized based on radia-tion levels, ambient conditions and other occupational hazards."

The categori:ation of reactor building snubbers as inaccessible is due to consistant radiation, temperature, and humidity levels experienced in the ANO-1 reactor building. Conditions near the other snubbers are subject to change and it should be possible to recategorize those snubbers based on the changing conditions instead of locking their category into a Technical Specification table.

3 Mr. D.-L. Ziemann February 11, 1976 Our October 1,1975, submittal already included wording requiring that the Lvisual inspection of snubbers should include the fluid reservoir, fluid-connections, and any linkage connections to associated piping and anchors.

The rest of our October 1,1975, submittal still stands.
