Dear Mr. Denton:

Allens Creek Nuclear Generating St tion Unit 1 Docket No. 50-466 Preliminary Safety Analysis Report Amendment 57 Houston Lighting & Power (HL&P) hereby submits Amendment No. 57 to the Allens Creek Nuclear Generating Station (ACNGS) PSAR. The purpose of this amendment is to respond to NUREG 0718, " Licensing Requirements for Pending App ications for Construction Permits and Manufacturing License".

As you are aware from Mr. G.W. Oprea's letter of March 25 to you, Houston Lighting and Power Company urgently desires to begin construction early in the second quarter of 1982. We are prepared to support those activities necessary to enhance meeting this goal. We intend to station representatives from HL&P and Ebasco in Bethesda full-time during your review to provide technical clarification and insight into the content of our amendment.
