This letter is also an interim report, since analysis and testing is continuing to provide a deter. ination of the adequacy of the pipe supports with the undersized velds. Attachment 1 and 2 provide Bechtel Associates' interim reports in response to the Manegement Corrective Action Reports (MCAR-1 Report No.18 and MCAR-1 Report No.19).
The following additional information was developed subsequent to the preparation of the attached interim reports.
- 1. Helmut Thielsch, Vice President of Research and Develop =ent, IIE Grinnell met with Consumers and Bechtel on January 25, 1978. At this meeting, he presented ITT Grinnell's plan for completing their effort to demonstrate the adequacy of the pipe supports. It was agreed to expand the testing program, which included additional configurations, to assure bracketing vorse possible existing conditions. Testing is e::pected to be ecmpleted and a draft report provided for Bechtel and Consumers Power Co=pany review.

- 2. ITT Grinnell agreed to revice their QA/Q,C Procedure 02A006 to specify that no undersize tolerance vill be allowed on fillet velds.

- 4. Recent receipt inspections of pipe restraints supplied by ITT Grinnell have shown the hangers to have no nonconformances for undersized velds.

Status of Corrective Action and Investigation Grinnell submitted for approval their " Visual and Dimensional Acceptance Criteria for Welds" per their revised Quality Assurance / Quality Control
- Procedure 02A006 dated 12/8/77 to allow undersize / oversize tolerances on fillet welds. The undersize tolerances were not accepted. It is noted in the rejection of the undersize tolerance that, in' order to accept these or any other undersized weld tolerances, it will be necessary for ITT Grinnell to supply written confirmation from the appropriate ASME committee that such a criteria is consistent with the intent of the ASME B&PV Code,Section III, Div. 1, Subsection NF (1974), Paragraph NF-4222, and manda-tory Appendix XVII to this Code section, Subparagraph XVII-2452.1 and Table XVII-2452.1-1.
The oversize weld tolerances were accepted provided the actual weld size exceeds the minimum weld size specified by the appropriate code require-ments. The oversize weld tolerances as follows:
a) Nominal weld sizes up to and including 1/4", plus 1/8" tolerance b) Nominal weld sizes over 1/4" and up to and including 1/2",
Plus 3/16" tolerance c) All weld sizes over 1/2", plus 1/4" tolerance The other acceptance criteria provided in Grinnell's Visua'l and Dimensional
- Acceptance Criteria for welds was found acceptable.
Grinnell issued a statement on 12/30/77 that the calculations for each of l
