The attachments to this letter describe the conditions and actions taken con-cerning this ite=.

This letter is the Final Report on this matter in that the Bechtel design drawings have been corrected. B&W vill have their drawings corrected by September 30, 1980. The ECCAS has not been installed. The only inplace hardware affected consists of three cables, two of which have been ter=inated.

The revised Bechtel Design Drawings deleted these circuits. The Plant will be in conformance by September 30, 1980.

On Jun2 17, 1980, Project Engineering identified a deficiency on the electrical drawings far tha power supplies to the emergency core cooling actuation system (ECCAS) digital cubsystems. B&W Drawing 02-5264ND-03 (VP 7220-M1.32-6-5) correctly shows vital bus A co tha power supply to digital subsystem 1, but incorrectly shows vital bus C as the powIr cupply for digital subsystem 2. Power Thus, a for vital busses A and C is derived from the loss of off-site power from the common casi Iced group and the same battery.

Introduction:

This report is sub-itted to provide information on the final Pechtel action pursuant to itCAn 30 (CCCAS Power Supplien) .

Dencription of Discrepancy:

Enring the course of review of TU' drawinc 02-5264 "D-03 (v.r. 72?0- 11.3?-6-;)

by acchtel, it was noted that the pocor supply to the FCCAS dief tal subsyste- I is shown from vital bun A and the supply to ECCAS digital subsysten 2 is sho::n fron vital bus C. The drawing also shous s -15 voir control sinnal to ECCAF dir. ital subsystea 2 fro- r.CCAS analog subsysten 3. cubsecuent review.of Pechtel sche .iric 7?20-n-374(Q) revealed the so-c situation. vital hun A and rCCAS dinital subsysten 2 fron vital bus t. The -15 volt con-trol signal to ECCAS dinital subsysten 7 should he fron F.CCAS analor nuhsysten 2.

Thus, based on the PM.' drawinn and the P.echtel schcratic, a postulated event nasumine a loss of pouer fron the connon load group coincident with a failure of the associated hattery, vould result in a loss of power to both CCCAF dirital subsystens, since both huses /. and C would be lost sicultaneously (see attached figure).

Cause:

The apparent cause of this discrepancy was due to a misinterpretation of the

!!idland plant 120 Vac preferred (vital) power syste , specifically the elec-trical load'groupinp. The '!idland 12n Vac preferred po'rer systee, which powers the ECCAS, is served by a tuo battery schene, where each hattery serves two protection channel huses.

The attached Figure shows the two battery schenc with the correspondinn bus labelinp. and ECCAS dipital subsystem hus assinnments.

This condition is in violation of the sincic failure criterion (reference Penulatory cuide 1.%3).

Corrective Action:

The follovine actions have been taken:

1) The rCCAS supplier, P.M', uns contactci and inforced of the discrepancy (reference: Ecchtel Intter PE"-1452, dated 6/25/RO).
7) EP? concurred with the evaluation and agreed to correct "6" drawinns to show EcCAS dirital subsysten 2 powered fron vital bus P and -15 volt control sinr.a1 fron ErCAS analoc subsyste, 2.
