Dear Mr. Welsch:

On December 31, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Diablo Canyon Power Plant, Units 1 and 2. On January 10, 2019, the NRC inspectors discussed the results of this inspection with you and other members of your staff.

The results of this inspection are documented in the enclosed report.

The NRC inspectors did not identify any finding or violation of more than minor significance.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Diablo Canyon Power Plant, Units 1 and 2, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors.

Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information. NRC-identified and self-revealed findings, violations, and additional items are summarized in the table below. Licensee-identified non-cited violations are documented in the Inspection Results at the end of this report.

List of Findings and Violations No findings or violations of more than minor significance were identified during the inspection.

PLANT STATUS

Units 1 and 2 began the inspection period at full power.

On November 28, 2018, Unit 1 reduced power to 50 percent to clean water boxes and condensers and to troubleshoot high vibrations on main feedwater pump 1-1. Unit 1 returned to full power on December 5, 2018.

On December 1, 2018, Unit 2 tripped from full power due to a full load reject. Unit 2 returned to full power on December 3, 2018.

On December 18, 2018, Unit 2 reduced power to 50 percent to clean water boxes and condensers. Unit 2 returned to full power on December 20, 2018.

Units 1 and 2 operated at full power for the remainder of the inspection period.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs)in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/

reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed plant status activities described in IMC 2515, Appendix D, Plant Status and conducted routine reviews using IP 71152, Problem Identification and Resolution. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

REACTOR SAFETY

71111.04 - Equipment Alignment Partial Walkdown

The inspectors evaluated system configurations during partial walkdowns of the following systems/trains:

(1) Unit 1, emergency diesel generator 1-2 on October 24, 2018
(2) Unit 1, motor-driven auxiliary feedwater pump 1-2 on November 20, 2018
(3) Unit 1, residual heat removal pump 1-2 on December 4, 2018

71111.05AQ - Fire Protection Annual/Quarterly Quarterly Inspection

The inspectors evaluated fire protection program implementation in the following selected areas:

(1) Unit 2, component cooling water heat exchanger room in the turbine building 85 foot elevation on October 23, 2018
(2) Unit 2, auxiliary feedwater pump rooms in the auxiliary building 100 foot elevation on October 29, 2018
(3) Units 1 and 2, turbine building 104 foot elevation on November 5, 2018
(4) Units 1 and 2, cable spreading room, H block 128 foot elevation on December 18, 2018
(5) Units 1 and 2, turbine building 115 foot elevation on December 20, 2018

71111.07 - Heat Sink Performance Heat Sink

The inspectors evaluated the Unit 1, residual heat removal heat exchanger 1-1 performance on December 14, 2018.

71111.11 - Licensed Operator Requalification Program and Licensed Operator Performance Operator Requalification

The inspectors observed and evaluated a crew of licensed operators in the plants simulator during steam generator tube rupture and loss of coolant accident scenarios on

(3) Unit 1, routine in-service testing and surveillance of auxiliary feedwater pump 1-1 on November 20, 2018
(4) Unit 1, changing letdown flow of the chemical and volume control system on November 26, 2018
(5) Unit 2, decrease in electric output to remove high pressure feedwater heater from service due to a steam leak on December 15, 2018
(6) Unit 2, power ramp to 50 percent reactor power due to degraded condenser conditions on December 18, 2018

(3) Unit 2, auxiliary saltwater pump 2-1 out of service for emergent motor replacement on November 15, 2018

The inspectors evaluated the following operability determinations and functionality assessments:

71114.01 - Exercise Evaluation

The inspectors evaluated the biennial emergency plan exercise on October 24, 2018. The exercise scenario simulated an accident and explosion with gas bottles used in welding which damaged two motor driven auxiliary feedwater pumps, an inadvertent action which damaged the third motor driven auxiliary feedwater pump, a pipe rupture which drained the refueling water storage tank into the Unit 1 fuel building, a feed line break in the turbine building, a broken core baffle plate which physically damaged fuel, and a radiological release to the environment. The inspectors observed the licensees critique of exercise performance on October 31, 2018.

71114.04 - Emergency Action Level and Emergency Plan Changes

The inspectors evaluated changes to the licensees Emergency Plan, Sections 1, 6, and 7, and Appendices A, D, F, and G, on October 25, 2018. These changes were submitted to the NRC in May, June, and September 2018. These evaluations do not constitute NRC approval.

71114.06 - Drill Evaluation Drill/Training Evolution

The inspectors evaluated simulator-based licensed operator requalification training that included implementation of the licensees emergency plan on October 16, 2018.

71114.08 - Exercise Evaluation - Scenario Review

The inspectors reviewed and evaluated the proposed scenario for biennial emergency plan exercise on September 24,

EXIT MEETINGS AND DEBRIEFS

On September 24, 2018, the inspectors discussed the proposed biennial exercise scenario with Mr. M. Ginn, Manager, Emergency Preparedness, and other members of the licensee staff.

On October 1, 2018, the inspectors discussed the proposed biennial exercise scenario with Ms. J. Berkely, Branch Chief, Technological Hazards Branch, FEMA Region IX, and other staff at FEMA Region IX.

On October 26, 2018, the inspectors discussed performance during the biennial emergency preparedness exercise with Ms. J. Berkely and other staff at FEMA Region IX.

On November 14, 2018, the inspectors presented the results of the inspection of the licensees biennial exercise with Ms. P. Gerfen, Station Director, and other members of the licensee staff.

On January 10, 2019, the inspectors presented the quarterly resident inspector inspection results to Mr. J. Welsch, Vice President Nuclear Generation and Chief Nuclear Officer, and other members of the licensee staff.
