SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Diablo Canyon Power Plant, Units 1 and 2, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors.

Unit 1 operated at or near rated thermal power for the entire inspection period.

INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.
Starting on March 20, 2020, in response to the National Emergency declared by the President of the United States on the public health risks of the coronavirus (COVID-19), resident and regional inspectors were directed to begin telework and to remotely access licensee information using available technology. During this time, the resident inspectors performed periodic site visits each week, increasing the amount of time on-site as local COVID-19 conditions permitted.
As part of their on-site activities, resident inspectors conducted plant status activities as described in IMC 2515, Appendix D; conducted routine reviews using IP 71152, Problem Identification and Resolution; observed risk significant activities; and completed on-site portions of IPs. In addition, resident and regional baseline inspections were evaluated to determine if all or a portion of the objectives and requirements stated in the IP could be performed remotely. If the inspections could be performed remotely, they were conducted per the applicable IP. In some cases, portions of an IP were completed remotely and on-site. The inspections documented below met the objectives and requirements for completion of the IP.

Inspection Review (IP Section 02.01-02.11) (1 Sample)
- (1) The inspectors evaluated the biennial emergency plan exercise conducted on September 14 and 15, 2021. The exercise scenario simulated a toxic gas release in the auxiliary building, a steam line break outside containment, an anticipated transient without a reactor scram, a small break loss of coolant accident into containment, and spurious failure of containment isolation valves resulting in a release of radioactive materials offsite requiring the issuance of Protective Action Recommendations to offsite authorities. The exercise also included demonstration of one of the station's extensive damage mitigation guideline strategies per the requirements of 10 CFR 50.155(b)(2).

INSPECTION RESULTS
Observation: Failure to Label Environmentally Qualified (EQ) Devices 71152 In July 2021, the NRCs power-operated valves design basis assurance team identified issues associated with the stations failure to adequately label an environmentally-qualified motor-operated valve. The licensees Procedure CF3.DC1, Maintenance and Surveillance of Electrical Environmentally Qualified Equipment, Section 5.3.3, required EQ devices to be identified by tags or labels in such a manner as to clearly inform any personnel working with the equipment that the equipment is environmentally qualified. The inspectors followed up on this issue and identified three additional EQ motor-operated valves that were not labeled as well as one electrical penetration box with a badly degraded EQ identification sign.
Subsequently, the licensee performed a partial extent-of-condition walkdown on EQ electrical penetrations and motor-operated valves. From the sample of EQ devices examined by the licensee, 51 percent of motor-operated valves and 15 percent of electrical penetrations were missing EQ labeling. The stations work control process identifies any EQ component involved in work orders as such, and the inspectors did not identify any work orders where an EQ component was not identified as such. The stations corrective actions include revising EQ program procedures to remove the requirement for labeling EQ devices.
