DIABLO CANYON POWER PLANT, UNITS 1 AND 2 - SECURITY INSPECTION REPORT 05000275/2022420 AND 05000323/2022420

Dear Ms. Gerfen:

On March 4, 2022, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Diablo Canyon Power Plant, Units 1 and 2. On March 9, 2022, the NRC inspectors discussed the results of this inspection with Mr. Adam Peck and other members of your staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a security inspection at Diablo Canyon Power Plant, Units 1 and 2, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. No findings or violations of more than minor significance were identified.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2201, Security Inspection Program for Commercial Nuclear Power Reactors. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

92707 - Security Inspection of Facilities Impacted by a Local, State, or Federal Emergency Where the NRCs Ability to Conduct Triennial Force On-Force Exercises is Limited

NRC inspectors completed this inspection by gathering sufficient information to develop a scenario that can be segmented into limited scope tactical response drills that allows for a limited assessment of the ability of licensees physical security systems and security organization to meet the general performance objective of Title 10 of the Code of Federal Regulations (10 CFR) 73.55(b) and to ensure changes made to the physical protection program in response to a local, State, or Federal emergency (e.g., state of emergency, disaster, or public health emergency) have not adversely impacted the licensees implementation of their protective strategy.
