Dear Mr. Welsch:

On June 30, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Diablo Canyon Power Plant, Units 1 and 2. On July 9, 2018, the NRC inspectors discussed the results of this inspection with Ms. P. Gerfen, Senior Director Plant Manager, and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC inspectors did not identify any findings or violations of more than minor significance.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a baseline inspection at Diablo Canyon Power Plant, Units 1 and 2 in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information.

List of Findings and Violations

No findings or violations of more than minor significance were identified during the inspection.

PLANT STATUS

Units 1 and 2 began the inspection period at full power.

On April 9, 2018, Unit 1 reduced power to 50 percent to clean water boxes and condensers. Unit 1 returned to full power on April 15, 2018.

On May 30, 2018, Unit 1 reduced power to 50 percent to troubleshoot a faulty alarm circuit on main feedwater pump 1-2. Unit 1 returned to full power on May 31, 2018.

Units 1 and 2 operated at full power for the remainder of the inspection period.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed plant status activities described in IMC 2515 Appendix D, Plant Status, and conducted routine reviews using IP 71152, Problem Identification and Resolution. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

Summer Readiness (1 Sample)

The inspectors evaluated summer readiness of offsite and alternate alternating current power systems.

Impending Severe Weather (1 Sample)

The inspectors evaluated readiness for impending adverse weather conditions due to increased ocean swells on May 19, 2018.

The inspectors evaluated system configurations during partial walkdowns of the following systems/trains:

(1) Unit 2, turbine driven auxiliary feedwater pump 2-1 on April 11, 2018
(2) Unit 2, centrifugal charging pump 2-1 on April 23, 2018
(3) Unit 1, turbine driven auxiliary feedwater pump 1-1 on April 24, 2018
(4) Unit 1, auxiliary saltwater pump 1-1 on June 25, 2018

Quarterly Inspection (5 Samples)

The inspectors evaluated fire protection program implementation in the following selected areas:

(1) Unit 1, turbine building 4 kV rooms on April 5, 2018
(2) Units 1 and 2, turbine building on the 85 foot elevation on April 5-6, 2018
(3) Units 1 and 2, auxiliary building on the 54 and 64 foot elevations on April 10, 2018
(4) Units 1 and 2, H block on the 140 foot elevation on May 8, 2018
(5) Unit 1, H block on the 115 foot elevation on June 13, 2018

Operator Requalification (1 Sample)

The inspectors observed and evaluated a crew of licensed operators in the plants simulator during an in-progress annual requalification operating test on June 12, 2018.

Operator Performance (1 Sample)

The inspectors observed and evaluated operator performance during the following activities:

(1) Units 1 and 2, impending weather due to ocean swell conditions on May 19, 2018
(2) Units 1 and 2, monitoring of steam generator water level trends from oscillating feedwater regulating valves on June 20, 2018
(3) Unit 1, preparations for a Technical Specification 3.0.3 entry and potential power ramp on June 28, 2018

Routine Maintenance Effectiveness (2 Samples)

The inspectors evaluated the effectiveness of routine maintenance activities associated with the following equipment and/or safety significant functions:

(1) Units 1 and 2, reactor protection system
(2) Units 1 and 2, anticipated transient without scram mitigation system actuation circuitry maintenance

The inspectors evaluated the risk assessments for the following planned and emergent work activities:

(1) Unit 2, safety-related 4 kV bus and startup feeder circuit breaker loose lamp connection on April 10-11, 2018
(2) Unit 1, turbine driven auxiliary feedwater pump 1-1 out of service for maintenance on April 24, 2018
(3) Units 1 and 2, raw water storage reservoir out of service for maintenance on May 8, 2018

The inspectors reviewed the licensees implementation of its corrective action program related to the following issues:

(1) Notification 50972378, evaluation and corrective actions related to a change to the Technical Specification (TS) Bases for TS 3.3.1, Reactor Trip System (RTS)

INSPECTION RESULTS

Assessment

71152 - Problem

Identification and Resolution As part of the semi-annual trend review, the inspectors reviewed the licensees implementation of its corrective action program related to operating experience, self-assessments, and audits into human performance trends. Based on the samples reviewed, the team determined that PG&Es performance in each of these areas adequately supported nuclear safety.

EXIT MEETINGS AND DEBRIEFS

On July 8, 2018, the inspectors presented the quarterly resident inspector inspection results to Ms. P. Gerfen, Senior Director Plant Manager, and other members of the licensee staff. The inspectors verified no proprietary information was retained or documented in this report.
