NOTICE OF AVAILABILITY OF THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT FOR THE DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2 LICENSE RENEWAL (DOCKET NUMBERS: 50-275 AND 50-323)

Dear Reid Nelson:

The U.S. Nuclear Regulatory Commission (NRC) staff is issuing for public comment the draft supplemental environmental impact statement (DSEIS), NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 62, Regarding License Renewal of Diablo Canyon Nuclear Power Plant, Units 1 and 2. Diablo Canyon Nuclear Power Plant Units 1 and 2 (DCPP) is operated by Pacific Gas and Electric Company, and is located in San Luis Obispo, California. The NRC initiated consultation with your office regarding this project on January 24, 2024. In accordance with Title 36 of the Code of Federal Regulations (36 CFR) Section 800.8(c), the NRC staff has elected to use the National Environmental Policy Act of 1969, as amended, process to comply with its obligations under Section 106 of the National Historic Preservation Act of 1966, as amended.

The NRC staff has prepared a DSEIS evaluating the environmental impacts of the proposed action, considered to be the renewal of DCPPs operating licenses for an additional 20 years.

The extended operation may have the potential to impact DCPPs National Register-listed Rancho Canada de Los Osos y Pecho y Islay archaeological district. The NRC has determined that the proposed action would result in no adverse effect to historic properties, as defined in 36 CFR 800.5(b), as there are no planned ground disturbing or refurbishment activities. The undertaking would also not adversely affect historic and cultural resources within the area of potential effect.

As discussed in the DSEIS, the NRC staffs preliminary recommendation is that the adverse environmental impacts of the license renewal are not so great that preserving the option for energy-planning decision-makers would be unreasonable. The DSEIS is available via the following link:

The NRC staff will hold an in-person public meeting on the DSEIS on November 20, 2024, from 6:00 p.m. - 9:00 p.m. Pacific Time (PT) at the Courtyard San Luis Obispo, 1605 Calle Joaquin, San Luis Obispo, CA 93405. The NRC staff is also planning a virtual meeting on November 14, 2024, from 10:00 a.m. - 1:00 p.m. PT. Both meetings will include a presentation on the preliminary findings and a transcribed public comment session.
