STATUS UPDATE AND SCHEDULE REVISION FOR THE REVIEW OF THE WATERFORD STEAM ELECTRIC STATION, UNIT 3, LICENSE RENEWAL APPLICATION (CAC NOS. MF7492 AND MF7493)

Dear Mr. Dinelli:

By letter dated March 23, 2016 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML16088A324), Entergy Operations, Inc. submitted an application pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 54, to renew the operating license NPF-38 for Waterford Steam Electric Station, Unit 3 (Waterford), for review by the U.S. Nuclear Regulatory Commission (NRC or the staff).

The staffs review of the RAPTOR-M3G code used for license renewal time-limited aging analyses (e.g., reactor vessel fluence calculations) resulted in a 10 CFR 50.59 violation as documented in Inspection Report 05000382/2017010 (ADAMS Accession No. ML17219A723).

Resolution of this issue was addressed via a license amendment that was issued on July 23, 2018 (ADAMS Accession No. ML18180A298), in accordance with 10 CFR Part 50 (ADAMS Accession No. ML17332A898) in a timeframe earlier than was initially projected. The license renewal safety review schedule was tied to resolution of the code issue. As a result of the earlier than anticipated resolution of the code issue, the staff has revised the license renewal safety review schedule milestones for the safety evaluation report (SER), the Advisory Committee on Reactor Safeguards (ACRS) subcommittee meeting, the final SER, and the ACRS full committee meeting. In addition, the environmental review milestones have been revised due to unanticipated resource constraints and competing priorities. Your staff was informed of the revised schedule and delays throughout the license renewal application (LRA) review. Enclosed is a revised schedule for the review of the Waterford LRA.
