Dear Sir:

On December 16, 2008, Florida Power Corporation (FPC) requested renewal of the operating license for Crystal River Unit 3 (CR-3) to extend the term of its operating license an additional 20 years beyond the current expiration date (Reference 1).Annually during the NRC staff review of the License Renewal Application (LRA) and at least three months before the completion of the review, FPC is required by 10 CFR 54.21(b) to amend the LRA by identifying any change to the CR-3 Current Licensing Basis (CLB) that materially affects the contents of the LRA.FPC has completed a review of CLB changes that have occurred since the previous annual update letter (Reference

2) was submitted and has identified no changes to the CLB that materially affect the contents of the LRA, including the Final Safety Analysis Report supplement.

Pending changes were identified that are associated with Extended Power Uprate (EPU), Steam Generator Replacement (SGR), and related activities that are being implemented during the current outage. These changes are not incorporated into the CLB as of this update period.This letter does not contain any new or revised regulatory commitments.
