CONFIRMATION SURVEY RESULTS FOR THE EAST SETTLING POND AT THE CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT (EPID L-2022-LRM-0085)

Dear Billy Reid:

On October 18-19, 2022, The U.S. Nuclear Regulatory Commissions (NRC) contractor, Oak Ridge Institute for Science and Education (ORISE), conducted independent visual inspections, measurements, and sampling activities within the accessible portions of the East Settling Pond in Survey Unit (SU) WOCZ-01, at the Crystal River Unit 3 Nuclear Generating Plan (CR3) in Crystal River, Florida. The confirmatory activities consisted of gamma surface scans, gamma direct measurements, and soil sampling.

The report of that survey is attached. In total, 11 soil samples were collected: six random samples and five judgmental samples. All random and judgmental soil sample radionuclides of concern (ROC) concentrations were less than the respective derived concentration guideline levels (DCGLs) and all samples had a sum-of-fractions (SOF) value less than unity (i.e., <1). In general, the ORISE confirmatory and CR3 concentrations for the ROCs provided are similar, with the sites final status survey (FSS) samples having higher maximum concentrations than the confirmatory maximum concentrations. ORISE did not identify any anomalous issues from the area investigated that would preclude the SU WOCZ-01 soil data from demonstrating compliance with the applicable DCGL from the CR3 Settling Ponds Characterization Survey Plan. Furthermore, the confirmatory survey data supports the SUs classification in the CR3 Settling Ponds Characterization Survey Plan as Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM) Class 3.

NRC inspectors onsite during the ORISE confirmatory survey reviewed the CR3 survey plans for the east settling pond, the processing and archiving of the soil samples taken, and the training and qualifications of the licensee staff that reviewed and implemented the FSS. The inspectors also reviewed the basis for the radiological classification of, and the isolation and control measures taken at, the east settling pond since completion of the FSS. All of those subject areas inspected were found to be adequate as described in the NRC inspection report no. 05000302/2022003, dated March 22, 2023 (NRC Agencywide Documents Access and Management System (ADAMS) accession number ML23058A253).
