By letter dated December 16, 2008, Florida Power Corporation, doing business as Progress Energy Florida, LLC., submitted an application for renewal of operating license DPR-72 for the Crystal River Unit 3 Nuclear Generating Plant (CR-3). The staff of the U.S. Nuclear Regulatory Commission (NRC or the staff) is reviewing this application in accordance with the guidance in NUREG-1800, "Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants."

The staff plans to conduct an audit of the Compressed Air Monitoring and Concrete Containment Tendon Prestress programs at CR-3 during the week of February 28, 2011, in accordance with the enclosed regulatory audit plan. License Renewal Compressed Air Monitoring and Concrete Containment Tendon Prestress Programs Audit Plan Crystal River Unit 3 Nuclear Generating Plant

1. Background By letter dated December 16, 2008, Florida Power Corporation, doing business as Progress Energy Florida, LLC. (Progress), submitted an application for renewal of operating license DPR 72 for the Crystal River Unit 3 Nuclear Generating Plant (CR-3). Progress requested renewal of the operating license for an additional 20 years beyond the 40-year current license term, which expires on December 3,2016. By letter dated November 12,2010, the applicant amended its license renewal application (LRA) to credit the existing Compressed Air Monitoring Program stating that the program will be consistent with Generic Aging Lessons Learned (GALL) Report Aging Management Program (AMP) XI.M24. By letter dated December 8,2010, the applicant amended its LRA to credit the existing Concrete Containment Tendon Prestress Program as consistent with exceptions to GALL AMP X.S1. The staff from the Division of License Renewal will lead a regulatory audit to gain a better understanding of the documentation and bases for those AMPs for which Progress claims consistency with the GALL Report.
2. Regulatory Audit Bases License renewal requirements are specified in Title 10 of the Code of Federal Regulations (CFR) Part 54 (10 CFR Part 54), "Requirements for Renewal of Operating Licenses for Nuclear Power Plants," and the guidance is provided in NUREG-1800, Rev. 1, "Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants" (SRP-LR), dated September 2005, and NUREG-1801, Rev. 1, "Generic Aging Lessons Learned (GALL) Report,"

dated September 2005.

3. Regulatory Audit Scope The scope of this regulatory audit for CR-3 is a review of the Compressed Air Monitoring and Concrete Containment Tendon Prestress Program that the applicant has credited as being consistent with the corresponding GALL program and it is incumbent on the applicant to ensure that the plant AMP is consistent with the elements of the referenced GALL program.
4. Information and Other Material Necessary for the Regulatory Audit The project team will review the LRA, the AMP basis documents and other applicant supporting documents as appropriate.

6. Log istics The audit will be conducted at CR-3 from March 1 through March 3, 2011. Entrance and exit briefings will be held at the beginning and end of this audit, respectively.
7. Special Requests The staff requests the applicant to make available their condition report database for independent searches by the regulatory audit team, and accessible portions of the compressed air system and tendon gallery for staff walk downs.
8. Deliverables An audit report should be issued to the applicant within 90 days from the end of the audit.
