SCHEDULE REVISION FOR THE REVIEW OF THE CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT LICENSE RENEWAL APPLICATION (TAC NOS. ME0274 AND ME0278)

Dear Mr. Franke:

By letter dated December 16,2008, the U.S. Nuclear Regulatory Commission (NRC or the staff) received the Florida Power Corporation application for renewal of Operating License No.

DPR-72 for Crystal River Unit 3 Nuclear Generating Plant (CR-3) in accordance with Title 10 of the Code of Federal Regulations Section 54.17. During the staff's review of the license renewal application, the concrete containment at CR-3 delaminated in October 2009 during activities to create an opening in the containment for steam generator replacement. Because of the containment delamination, the staff delayed the schedule for reviewing the CR-3 license renewal application. During containment repair activities, you encountered additional delamination of the containment, and are in the process of determining further actions. As a result, the NRC is modifying the license renewal review schedule and will establish a revised schedule when you provide additional information on the repair plan. Enclosed is a revised schedule reflecting this delay. This change to the schedule has been discussed with Mr. Mike Heath of your staff.
