SUMMARY OF TELEPHONE CONFERENCE CALL HELD ON JANUARY 18, 2012, BElWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND STP NUCLEAR OPERATING COMPANY, REGARDING THE APPLICANT'S RESPONSE RELATED TO HIGH-STRENGTH BOLTS, FOR THE SOUTH TEXAS PROJECT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (TAC. NOS. ME4936 AND ME4937) . The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on January 18, 2012, to discuss and clarify issues related to the applicant's response to Request for Additional Information (RAI) B2.1.7-3 regarding high-strength bolts, for the South Texas Project, Units 1 and 2, license renewal application. The telephone conference call was useful in clarifying the applicant's responses and identifying the staffs issues for the RAls. Enclosure 1 provides a listing of the participants and Enclosure 2 contains a listing of the issues discussed with the applicant. including a brief description of the status of the items. STPNOC stated that there are no high-strength bolts greater than 1 inch diameter within the scope of the ASME Section XI, Subsection IWE Program. Regarding AMR items for high-strength bolts, the LRA states that the Bolting Integrity Program will manage cracking and loss of material. Since the volumetric inspections were added to the Structures Monitoring and ASME Section XI, Subsection IWF Programs, why are there no aging management review (AMR) items for high-strength bolts that state that those programs will be used to manage cracking? STPNOC stated that the high-strength bolts being managed by the Structures Monitoring and ASME Section XI, Subsection IWF Programs were included in the AMR items for the structural supports and were not specifically called out in separate AMR items in the LRA. STPNOC also stated that the Bolting Integrity Program basis document was updated to point to the Structures Monitoring and ASME Section XI, Subsection IWF Programs for performance of the volumetric inspections to account for the high-strength steel bolting AMR items that state the Bolting Integrity Program will manage cracking. The staff asked what the frequency is for the volumetric inspections that were added to the Structures Monitoring and ASME Section XI, Subsection IWF Programs. STPNOC stated that the volumetric inspection frequencies are consistent with the other inspections in the respective programs. ENCLOSURE 2 Indoor Air Draft RAI 3.0-1a: STPNOC requested clarification of whether the staff's concern with the definition of plant indoor air was for external surfaces exposed to plant indoor air or internal surfaces exposed to plant indoor air since the RAI referenced GALL Report items for both. The staff clarified that the concern is for both external and internal surfaces exposed to plant indoor air and whether or not moisture is expected for each AMR item with an environment of plant indoor air.
