SUBJECT: PRAIRIE ISLAND NUCLEAR GENERATING PLANT, INDEPENDENT SPENT FUEL STORAGE INSTALLATION NOS. 05000282/2012404; 05000306/2012404; AND 07200010/2012401(DNMS)

Dear Mr. Lynch:

On January 18, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection of the Independent Spent Fuel Storage Installation (ISFSI) at the Prairie Island Nuclear Generating Plant (PINGP) Welch, Minnesota. The purpose of the inspection was to evaluate whether the protection of the ISFSI was in compliance with the PINGP ISFSI Physical Security Plan (PSP), ISFSI security implementing procedures, the NRC Orders EA-02-104 and EA-03-097, and NRC regulations Title 10 Code of Federal Regulations (CFR) Part 72 Subpart H; specifically, Part 73 Section 51. The inspection included an on-site inspection from August 21, 2012, through August 23, 2012, and an in-office review completed on January 18, 2013. At the conclusion of the inspection on January 18, 2013, the inspectors discussed the inspection findings with you and members of your security, licensing, and ISFSI project management staff. The inspection also examined activities conducted under your license as they relate to security and compliance with the NRC's rules and regulations and with the conditions of your license. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel. The enclosed inspection report documents the inspection results. No findings were identified during this inspection.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection from the NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/ reading-rm/adams.html. However, because of the security-related discussion contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letter's enclosure will not be available for public inspection. Enclosure Contains Sensitive Unclassified Non-Safeguards Information. When separated from the enclosure, this transmittal document is decontrolled. We will gladly discuss any questions you may have regarding this inspection.
