Dear Chairman Hendrie:

Recently the Nuclear Regulatory Commission imposec a mora-torium on tne licensing of nuclear power plants until new rules could ce written for operating reactors. I am writing to you on oehalf of Citizens for Environmental Values to state tcat the memoers of our organization, wno live in tne greater Rich-mond, Virginia area, feel that tne NRC mace the correct deci-sion in imposing a moratorium. The accicent earlier this year at the Three Mile Island plant in Pennsylvania clearly showea the need for a change in policy.

In recent weeks Governor Dalton and other irresponsiole Virginia officials have oeen trying to undermine the moratorium.

They want North anna Unit 2 licensed as soon as possible because they are worried aoout the financial implications of a licensing celay. What Gcvernor Dalton and his allies nave ignorea are the much greater consequences, ooth numan and financial, of a possi-ole catastrophic nuclear accident.

Our organization strongly urges the NRC to continue the moratorium. The safety of Virginia's people depends on your willingness to stand up for a wise policy.
