Help relieve the United States' dependence on foreign oil.
2.
Save the residents of Northeastern North Carolina about S1,400,000 each month on their energy bills.

By signing the permit for Virginia Electric and power Company to operate its new North Anna II Nuclear Generating Unit.
It is our understanding that this new nuclear plant could have begun operation in June, 1979, except ior modifications required by your agency following the Three Mile Island incident.
We have no arguments that these modifications were desirable for safety reasons; however, when they are completed in early 1980, there shoul be ne reason that the license be further delayed.
North Anna II should be one cf the safest nuclear units in the United States with the modificatiens your agency nas required.
With the Iranian crisis reducing our already critical oil supplies, it a0 pears only prudent to curtail its use whenever practical.
It is our understanding that North Anna II has the capability of producing the same smount of electricity as about 750,000 barrels of oil per month in a fossil fuel plant.
Until a permit is issued, Veccc uill have to substitute very expensive foreign oil for electricity that could be produced at North Anna.

The United States and particularly those people served by Vepco can ill afford the alternative -- furnishing substitute elect:ic service by burning imported oil.
In view of the reasons cited above, the Board of Directors of the Williamston Area Chamber of Commerce passed a motion on November 15, 1979, that I write to 3
you to convey their feelings on this matter.

Dear Mr. President:
I am writing on behalf of Old Dominion Electric Cooperative and the consumers in Virginia which it represents.
Old Dominion is a power supply cooperative which consists of sixteen member-cooperatives.
Of the sixteen members, thi rteen purchase thei r power at wholesale f rom the Vi rginia Electric and Power Company and resell it to over 183,000 consumers in Virginia.
It is the interest of these consumers which prompts me to write this letter.
Of greatest concern is the NRC's decision to continue its moratorium on issuing operating licenses for nuclear plants which.have been completed.
We are deeply worrie*d over the ef fect this decision will have on our coun-try in general, especially considering the delicate situation in the Mid-East.
It would seem that at this time, more than ever before, the United States should be striving to be less dependent upon foreign oil and continuing such a moratorium on nuclear plants is definitely not moving in the right di rec-tion.
Virginia Electric and Power Company's North Anna 2 nuclear unit has been completed for several months now.
It was constructed under NRC's most recent licensing requirements and, therefore, should be considered safer than earlier plants which are now operating.
In spite of this and the fact that the NRC has approved the State Emergency Plan, this unit sits idle while Virginians pay higher electric bills for oil-and coal-fired generation and face the winter months with even higher bills as well as the possibility of blackouts since Virginia Electric and Power Company had planned to have this unit on line to help meet the winter demand.
We generally support the Kemeny Commission's report and agree that in view of the incident at Three Mile Island, there is need to review nuclear power plant operations in an effort to make them as safe as humanly possible.

The Honorable Jimmy Carter Page 2 November 20, 1979 We are aware of the great responsibility the NRC has to the citizens of the United States to see that this is properly carried out.
However, we feel that the NRC's decision not to license those plants which are completed and have been built safer than those allowed to continue operation does more damage to the economy of our country than it does to serve public safety.
We believe this country is facing a very critical time unless steps are soon taken to get our nuclear plants operating.
This includes those which are completed and awaiting operating licenses as well as those which have been taken out of operation since Three Mile Island and fall under additional NRC requirements which will delay their return to operation for weeks and even months.
If these units are not allowed to operate, the eco-nomic impact on our country and Virginians in particular will be serious.
Virginia Electric and Pmuer Company's North Anna 2 unit should be licensed for operation.
We urge you to review this matter and act promptly on this most important issue.
