Dear Chairman Ahearne:

We respectfully request that the Nuclear Regulatory Commission reconsider its action of July 31, 1980 where Virginia Electric a ad Power Company was denied permission to commence commercial operatire of the North Anna II nuclear power unit.

North Anna II has endured a delay in licensing since July of 1979.

This delay has added enormous costs that have adversely affected the utility's more than three million Virginia customers to the ext'ent of approximately $150 million dollars. Continued delay will continue this burden at'the rate of $12 to $15 million per month.

The service area of Vepco is experiencing an unusually hot summer that is causing energy demand to approach new peaks on a daily basis.

In order to meet this unusually high demand, the company has no alterna- l tive to prolong and increase its dependency on foreign oil, wh'ch is clearly at odds with the national interest.

We commend your staff for their recommendation that North Anna II be licensed for commercial operation. We are also pleased with the results of the low power licensing of the unit. We urge your Commission to rescind its action of last Thursday and spare the people of Virginia f ro m h a v i n g t o b e a r a d d i tJ.o n a-1 n ee-dtes osts while tests not previously required are being perfofmed. -
