Dear Chairman Hendrie:
I am writing to express our great concern regarding the deci-sion to withhold the necessary operator's license for the North Anna #2 nuclear power generator of Virginia Electric Power Co.
Wichout question, the citizens of Eastern North Carolina and the customers of the City of Washington's Electric Department are experiencing an unprecedented burden as a result of the ever increasing cost of electrical energy.
Inflation is eating into the quality of life for a vast majo-rity of America's people, and despite our extensive gains in econcmic opportunity for those who live in this region, we find that the ever increasing cost of basic necessities is

one of vital concern to us all.
When one considers the coming winter in relation to the exces-sive fossil fuel charges imposed on us this past summer, it is difficult to accept the decision to forbid VEPCO to start the North Anna #2 generator.
The information publicized to date does not provide a logical and conclusive answer as to why we must bear the burden of excessive electrical cost, why we must further our dependence upon foreign oil, and why we must be content with this vital nuclear generator sitting idle.
This nation has the proven technology to build and operate nuclear generators successfully and without loss of life.
As a former Naval Officer, I have followed the progress of nuclear power for more than 20 years, and I can state with a great deal of personal satisfaction that my son is currently associated with the U.S. Navy's nuclear program.
1633 338 Virginia Electric Power Co.'s North Anna #2 facility is c duplication of the North Anna #1 generator which has a proven record.
Therefore, we cannot understand or have not been ad-vised of the technological reasons by which we are deprived LI 7 9122 00 / ell YQ b
