Dear Chairman:

The Executive Committee of the Virginia Municipal League is greatly concerned by the decision of the Nuclear Regulatory Commission to delay the licensing of the Virginia Electric &

Power Company's North Anna II Nuclear Power Plant in Louisa County, Virginia. This delay in licensing is Dnposing an excessive hardship on Virginia's energy consumers.

It is our understanding that North Anna II is virtually an exact copy of North Anna I, and it is also our understanding that there have been no significant events in the operation of North Anna I that would negatively affect the potential for safe operation.

Our Congressional delegation, our Governor, our Lieutenant Governor and our Attorney General have all expressed their very serious concern over this matter of great importance to the Commonwealth of Virginia. We urgently request the Commission's reconsideration and rescission of its licensing moratorium as it applies to North Anna II.
