Reference 2 transmitted NRC's evaluation of TS 89-42. NRC concluded that a license: amendment was not needed to defer performance _ of the SRs, provided the associated. equipment was' declared inoperable, because a forced unit shutdown would'not be. required by the TS action statements. '
