Dear Mr. Sunseri:

By letter dated November 21,2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 12334A406), as supplemented by letter dated February 25,2013 (ADAMS Accession No. ML 13072A297), Wolf Creek Nuclear Operating Corporation (the licensee) requested a license amendment to revise Wolf Creek Generating Station's Technical Specification (TS) 3.4.12, "Low Temperature Overpressure Protection (LTOP) System," to reflect the mass input transient analysis that assumes an emergency core cooling system centrifugal charging pump and the normal charging pump capable of injecting into the reactor coolant system during the TS 3.4.12 Applicability.

The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal and has determined that the information identified in the enclosed request for additional information (RAI) is needed in order for the NRC staff to complete its review. Please provide a response to the RAI within 30 days from the date of this letter.

The U.S. Nuclear Regulatory Commission (NRC) staff has determined that the additional information requested below regarding the exception to Note 1 for TS Limiting Condition for Operation (LCO) 3.4.12 is needed to complete its review of the licensee's request. Page 1 of Attachment 1 to the licensee's February 25, 2013, response to question 1 explains that Note 1 is the exception to the safety analysis, but does not provide a safety basis for taking that exception.

Please provide a safety basis for the exception.

This basis may include procedural controls, operator training, and related considerations, which ensure that the likelihood of an initiating event. which could cause the actuation of the two emergency core cooling system centrifugal charging pumps (CCPs) along with the normal CCP, remains minimal. The basis may also include similar considerations that show that the consequences of such a simultaneous actuation are reasonably mitigated.
