The essentially 100% ASME Code coverage (greater than 90%) requirements for volumetric examinations is considered impractical for Wolf Creek Generating Station (WCGS).

To complete its review, the U.S. Nuclear Regulatory Commission (NRC) staff requests the attached additional information. Draft request for additional information (RAI) was transmitted on November 3, 2016 and a clarification call was held on November 14, 2016. You are requested to respond to these RAIs within 30 days from the date of this e-mail.

REQUEST FOR ADDITIONAL INFORMATION ON THE THIRD TEN YEAR 10-YEAR INSERVICE INSPECTION INTERVAL REQUESTS FOR RELIEF I3R-14 AND I3R-15 WOLF CREEK GENERATING STATION WOLF CREEK NUCLEAR OPERATING CORPORATION DOCKET NO. 50-482 (CAC NOS.: MF8306, AND MF8307)

By letter dated August 23, 2016, (Agencywide Documents Access and Management System (ADAMS), Accession No. ML16243A039), Wolf Creek Nuclear Operating Corporation (the licensee),

submitted Requests for Relief Nos. I3R-14 and I3R-15 (Relief Requests (RRs)) from certain requirements of the American Society of Mechanical Engineers, Boiler and Pressure Vessel Code (ASME Code), under the provisions of Title 10 of the Code of Federal Regulations (10 CFR), Part 50, Section 50.55a(g)(5)(iii), for the third 10-year inservice inspection (ISI) Program for the Wolf Creek Nuclear Generating Station. The licensees request for relief applies to the third ISI interval, in which the licensee adopted the 1998 Edition through the 2000 Addenda of ASME Code Section XI as the code of record.

RAI 1

For RR Nos. I3R-14 and I3R-15, please provide the non-destructive examination procedure used in the subject ultrasonic examinations (e.g., ASME Code,Section XI, Appendix VIII; or Section V, Article 4; or other.)

RAI 2

For RR No. I3R-14, please clarify the apparent discrepancies shown on the Coverage Map for weld TBB03-10C-W (page 4 of 9, Attachment II to letter dated August 23, 2016). For the 45 degree coverage axial scan obstruction, the missing coverage area is stated to be 29.3%, but the coverage obtained with the 45 degree axial scan is stated to be 93.1%. Since these values do not add up to 100%, one or both of these values must be discrepant. For the 45 degree coverage circumferential scan obstruction, the missing coverage area is stated to be 6.9%, but the coverage obtained with the 45 degree circumferential scan is stated to be 70.7%. Since these values do not add up to 100%, one or both of these values must be discrepant.
