\*****/ 15 JUL 1996 Docket No.: 50-443/50-444 Mr. Bahman X. Kanga, Vice President Bechtel Power Corporation 15740 Shady Grove Road Gaithersburg, Maryland 20877-1454

Dear Mr. Kanga:

SUBJECT:

REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCl0SURE SEABROOK NUCLEAR STATION, UNITS 1 AND 2 By letter dated August 15, 1985 Public Service Company of New Hampshire forwarded an affidavit dated June 19. 1985, in support of an application for withholding information on "Cabla Tray Damping Valves for Earthquake Excitation," and requested that the information be withheld from public disclosure pursuant to 10 CFR 2.790.

You stated that the document should be considered exempt from mandatory public disclosure because it contains trade secrets and confidential commercial information. Your affidavit states that the information has been held in confidence, is not available in public sources, and its disclosure would be likely to cause substantial harm to Bechtel's competitive position.

We have reviewed your application and the material based on the requirements and criteria of 10 CFR 2.790 and, on the basis of your statements, have determined that the submitted information sought to be withheld contains trade

. secrets and proprietary commercial information.

Therefore, the version of the submitted information marked as proprietary will be withheld from the public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

i Withholding from public inspection shall not affect the right, if any, of l

P rsons properly and directly concerned to inspect the document. If the need

! arises, we may send copies of this information to our consultants working in l this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.

If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, your should promptly notify the NRC. You should also 86o722o242 PDR ADOCK %pop ha A
