VOGTLE ELECTRIC GENERATING PLANT UNIT 1 AND UNIT 2 IMPROVED TECIINICAL SPECIFICATIONS CORRECTION TO TABLE 3.3.1-1 By letter dated September 25,1996, the NRC issued Amendments 96 and 74 to the Unit I and Unit 2 operating licenses, respectively. These amendments were in response to our application dated May 1,1995, as supplemented by letters dated August 3 and 9, September 22, November 20, and December 21,1995, January 26 and 30, February 19 and 29, March 5 and 12, May 6, June 17, August 23, and September 13,1996. The amendments replaced the current Technical Specifications (TS) with a set based on Revision I to NUREG-1431," Standard Technical Specifications Westinghouse Plants," hereafter referred to as the Improved TS or ITS.

In preparation for implementation of the ITS, Georgia Power Company (GPC) discovered an error in Table 3.3.1-1, page 3.3-18, Function 16, item c., Power Range Neutron Flux, P-10. Specifically, the Allowable Value and Trip Setpoint for the P-10 input to the Low Power Reactor Trips Block, P-7 was omitted. Upon investigation, we determined that our revised submittal of December 21, 1995, correctly showed the current TS Allowable Values and Trip Setpoints (current TS Table 2.2-

1) for both the P-10 input to P-7 and Power Range Neutron Flux, P-10 as being moved to ITS Table 3.3.1-1. Ilowever, when we marked-up the applicable page from NUREG-1431, Table 3.3.1-1, we failed to correctly transfer the Allowable Values and Trip Setpoints fbr both functions of P-10. It was GPC's intent to maintain the current licensing basis by simply moving the Allowable Values l and Trip Setpoints for both functions of P-10 from current TS Table 2.2-1 to ITS Table 3.3.1-1.

This is also consistent with the Safety Evaluation prepared by the NRC staffin support of l Amendments 96 and 74. Attached is a clean typed version (reflecting the correction) of the affected l page from Table 3.3.1-1 as it appears in Amendments 96 and 74. ,

LCV-0957 Page 2 Since it was our intent to maintain current licensing basis with respect to the Allowable Values and Trip Setpoints for both functions of P-10, and this omission, which was due to an editorial mistake, did not affect the Safety Evaluation prepared by the NRC, GPC requests that the NRC issue a corrected page (as shown in our attached mark-up ofITS page 3.3-18) as an administrative change.

Our target date for implementation of the ITS is January 22,1997. Therefore, GPC requests that the corrected page be issued by January 22,1997 to facilitate full implementation of the ITS.
