VOGTLE ELECTRIC GENERATING PLANT PROPOSED CONVERSION OF Tile UNIT 1 AND UNIT 2 TECHNICAL SPECIFICATIONS BASED ON NUREG-1431 By letter dated May 1,1995, (LCV-0603) Georgia Power Company (GPC) proposed to amend the Vogtle Electric Generating Plant (VEGP) Unit I and Unit 2 Technical Specifications (TS). The proposed changes would, in part, convert the existing VEGP TS to the improved TS for Westinghouse plants as represented by NUREG-1431. Within the scope of this conversion, GPC proposed to relocate the following Administrative Control requirements to the Final Safety Analysis Report (FSAR) Update:

6.2.3, " Independent Safety Engineering Group (ISEG),"

" Relocation of Technical Specification Administrative Controls Related to Quality Assurance /'

This letter provided NRC staff positions and lessons learned related to the relocation of the above TS requirements. At the request of the NRC staff, and in accordance with the recommendations of Administrative Letter 95-06, GPC states that the above referenced requirements will be relocated with no reduction in requirements to Chapter 17 of the FSAR Update. Future changes i

to these relocated requirements will be controlled in accordance with 10 CFR 50.54(a).
