Supplemental Response to Violation 50-413/89-13-04 Gentlemen:

In my July 27, 1989 response to Violation 50-413/89-13-04 (Example 5),

concerning Crisis Management Center (CMC) drawings not reflecting current '

"As Built." station conditions, I committed to revise the existing drawing control program to provide essential "As Built" drawings in the CMC. I also committed to provide. training for personnel responsible for implementation of this program. These corrective etions were to be completed by July 1, 1990.

Revisions to the drawing control program have been made to provide essential drawings for the CitC that reficct completed and partially completed station modifications. Drawings used at the CMC include flow diagrams, electrical elementaries and one-line electrical drawings. Personnel responsible for maintaining CMC drawings have been trained.

Based upon further review of this issue, I believe the previous CMC drawings i were appropriate to the circumstances. CMC personnel do not directly supervise reactor operations nor the manipulation of controls. When Supporting the Station, the CMC communicates directly With station personnel who have access to the appropriate "As Built" drawings.
