                            Inspection Conducted February 6-10, 1989 (Report 50-298/89-06)
                            Areas Inspected:                    Routine, unannounced inspection of the licensee's physical                                                    .
                            security program. The areas inspected within the physical security program
                            included management support, security program plan, and audits; protected
                            area (PA) physical barriers, detection and assessment aids; protected and vital                                                                      g
                            area (VA) access control of personnel, packages, and vehicles; alarm
                            stations and communications; and compensatory measures.
                            Results: Within the areas inspected three apparent violations were identified                                                                            ,.
                            (inadequate compensatory measures, inadequate lock and key control, and failure
                            to report; see paragraph 2). One open item is also discussed in paragraph 2.
                            The NRC inspector observed that if the licensee hcd reported or logged the
                            non-compliance items as required by 10 CFR 73.71(b) and (c) and the licensee's
                            Physical Security Plan (PSP), the NRC could have exercised discretion in
                            whether to cite non-compliance since the violations would have been relatively
                            minor in nature and reported by the licensee. The decisions to not report or
                            log non-compliance issues is a repeated problem and appears to be a programmatic
                            issue.
