Inspector Observations The following is an observation discussed with the licensee during the exit meeting on March 31, 1989.
This observation is not a violation, deviation, unresolved item, or open item, but was identified for licensee consideration for program improvement.
Observations have no specific.
regulatory requirements.
The current organizational chart (dated March 16, 1989) for the Nuclear Power Group shows that the Radiological Manager reports to.
the Senior Operations Manager (position currently vacant) who, in turn, reports to the Nuclear Operations Division Manager.

inspectors observed that it is not obvious from the organizational chart that the Radiological Manager has direct access. to the Division Manager and is " free from operating pressures," should it be necessary to resolve radiation protection problems.

The NRC inspectors noted that the licensee's organization concerning the Radiation Protection Manager does not agree with the guidance provided in NRC Regulatory Guide 8.8.

Audits and Appraisals The NRC inspectors reviewed the licensee's quality assurance audits and surveillance program of the health physics area for 1988 (Health Physics Audit 88-23).
The latest audit of the health physics area was conducted December 13, 1987, through February 8, 1989 The NRC inspectors determined that audits involving aspects of Health Physics are performed by or overseen by an -
auditor with health physics background.
The NRC inspectors noted that surveillance of various areas are included in the audits, The licensee has developed checklists for surveillance and audits which ' appeared to be I
comprehendyc and provided adequate guidance for the auditors.
No violations or deviations were identified.
5.
Changes The NRC inspector reviewed changes in the licensee's facilities, equipment, personnel, and procedures. The procedures reviewed are listed in the attachment to this report.
The licensee has created, though not yet filled, the position of Senior Operations Manager (SOM).
The change will require the current Radiological Manager, Operations Manager, and Maintenance Manager to report to the SOM, who will in turn report to the Nuclear Operations Division Manager.
Formerly, the organizational chart (dated December 12,1988) showed that the Radiological Manager, along with the other managers, reported directly to the Division Manager.
The NRC inspector: observed that such a change had tha appearance of depriving the Radiological Manager direct access to the Division Manager in order to resolve problems'concerning radiation safety.
Both the Division Manager and Radiological Manager stated that this would not present a problem, but agreed to consider changes to the organizational chart to eliminate any doubt.

Training The NRC inspectors reviewed the licensee's training program for compliance with 10 CFR Part 19.12.
The NRC inspectors reviewed lesson plans and tests for General Employee Training and Radiation Worker Training and found them to be adequate.
The NRC inspectors reviewed the qualifications of the instructors and likewise found them to be adequate.
The NRC inspectors verified that the general employee training and radiation protection staff training programs had received INPO accreditation and were being implemented.
The NRC inspectors verified that the staff HP technicians had received the required training.
No violations or deviations were identified.
7.
External Exposure Control The NRC inspectors reviewed the licensee's programs for personnel dosimetry, dosimetry records, control of external occupational exposure, and notification in conformance with the requirements of 10 CFR Parts 19.13, 20.101(a), 20.101(b), 20.102, 20.104(a), and 20.401(a).
Exposure r ecords for 1988 were reviewed.
No exposures greater than 10 CFR 20.101 limits were noted.
The NRC inspectors verified that notices of exposure were prepared for terminated personnel.
I The NRC inspectors noted that dosimetry is provided by a vendor which is accredited according to the criteria listed in 10 CFR 20.202(c).
No violations or deviations were identified.
8.
Control of Radioactive Materials and Contamination, Surveys, and Monitoring The NRC inspectors reviewed the licensee's control of radioactive material and contamination, surveys, and monitoring programs to determine compliance with 10 CFR Part 20.201.
The NRC inspectors reviewed approximately 30 radiation and contamination surveys.
The NRC inspectors determined the licensee had performed the necessary surveys by location and frequency as specified in their procedure. The NRC inspectors noted that the radiological survey instrumentation available for use by the HP technicians had been properly calibrated.
The licensee appeared to have a sufficient quantity of operable hand and foot monitors and personnel contamination monitors to detect personnel contamination.

Protective clothing (PC) is checked for hot particles and general contamination by use of a laundry monitoring unit.
Individuals. operating i
the laundry monitor stated that they had, on occasion, found PC
!
contaminated by hot particles.
One pair of PC alarmed the laundry monitor i
as the NRC inspectors were observing.
The NRC inspectors noted that the individuals performing the monitoring were not wearing protective clothing themselves, nor were they implementing any special precautions or hot
,
particle procedures, even though they had acknowledged that hot particles
were potentially present.
The licensee agreed to reevaluate the contamination controls used around this operation.
This item will be considered an open item pending further NRC review.
