HALH. TUCKER recepuosz VICE PRFerDENT (7Q4) 3MSQg NEELEAR PEODtTTIOct November 11, 1986 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Attention: Mr. B. J. Youngblood, Proj ect Director PWR Project Directorate No. 4 Re: Catawba Nuclear Station Docket Nos. 50-413 and 50-414

Dear Mr. Denton:

On October 1, 1985, Duke Power Company (Duke) submitted Amendment 35 to its Application for Licenses for the Catawba Nuclear Station. Included in this amendment as revised FSAR pages was Duke's response to the Final Rule on Pressurized Thermal Shock (PTS), (50 FR 29937). During recent discussion with the NRC Staff, it was requested that Duke provide the basis for the fluence values in FSAR Tables 5.3.1-4 and 5.3.1-5.

The fluence values given in the Catawba FSAR were calculated based on the discrete ordinates code DOT using GAMBIT, an ENDR-B/II based cross section set. The scattering was treated with a P approximation, y design basis sources were used and the code has been benchmarked by Westinghouse.

These fluence values will be confirmed by the surveillance capsule test results which will be submitted in accordance with Catawba Technical Specification 4.4.9.1.2 and 10 CFR 50, Appendix H.

Very truly yours, Hal B. Tucker 1
