Dear Mr. Martin:

.a Thank you for your letter of April 15, 1937, describing your agency's plans to participate in the Cooper Nuclee.r Station emergency exercise of October 7, 1987. After considering commitments which this office has made to other Emergency Response Team (ERT) exercises this summer, we must regretfully decline to participate in the Cooper exercise as responders.

Our plans this summer include a small scale Regional ERT exercise at the Callaway Nuclear Power Plant exercise in June, and an extended Regional ERT response to a nuclear weapon accident in August. The nuclear weapons accident exercise is especially noteworthy because it will involve 24-hour response over a period of five days. The resources that we vill expend in these exercises compel us to limit further ERT exercise commitments at this time.

Your letter has increased our knowledge of what is involved in what you describe as a "relatively complete test" of the NRC emergency response program. This vill be valuable as we consider future opportunities for emergency response exercises with your agency.

Once again, thank you for your letter, and I sincerely regret that we vill not be able to join you this October at Cooper.
