Exercise Report of the October 7,1987 Exercise and December 3,1987 Renedial Exercise of the Nabraska and Missouri Offsite Radiological Emergency Preparedness Plans for the Cooper Nuclear Station.
This is to transmit a copy of the Exercise Report of the October 7,1987, joint exercise and the December 3,1987, Remedial Exercise of the offsite radiological emergency preparedness plans for the Cooper Nuclear Station, located in Brown-ville, Nemaha County, Nebraska.
This was a joint exe:cise for the States of Missouri (full participation) and Nebraska (partial participation); Nemaha and Otoe counties in Nebraska and Atchison and Nodaway counties in Missouri; and, the Nebraska.Public Power District. The counties are impacted by the Cooper plume exposure 10-mile Emergency Planning Zone (EPZ).
The final report dated Decembe r 23, 1987, was prepared by the Federal Emergency Management Agency (FEMA) Region VII.
In the October 7,1987, exercise there were five Deficiencies observed in Missouri and Atchison County.
Four Deficiencies were concerned with the alert and notification system and one addressed the lack of a timely deter-I mination of access control points for the area to be ovacuated.
All of these Deficiencies were satisfactorily corrected through a remedial exercise on December 3,1987.
Based on the results of the exercise activity, it is FEMA's view that there was nothing that adversely impacted the FEMA approval in June 26,.984, of j
the Nebraska and Missouri offsite radiological emergency preparedness plans site-specific to the Cooper Nuclear Station under 44 CFR 350.
Therefore, FEM A continues to find that there is reasonable assurance that offsite prepared-ness is adequate to protect the public health and safety in the Cooper EPZ.
