Dear Mr Giambusso:
Af ter Duke Power Company's McGuire public hearing which began on June 27, 1972 and initially concluded on November 4,1972 (Dockets 50-369 and -370), the Appeal Board requested the Licensing Board hold a remanded hearing for discussion and additional evidence on Duke's quality assurance program and organization. Duke had restructured its quality assurance organization on January 1, 1973, and this organization and its responsibilities were the subject of the remanded proceeding on July 10, 1973 The AEC Regulatory Staff approved the organi:ation and program with respect to 10CFR50, Appendix 8 and the Appeal Board responded similarly in its Supplemental Decision of September 6,1973. See ALA8-143, RAl 73-9, 623.
In its Supplemental Decision, the Appeal Board requested Duke keep "the presiding board and other parties" informed of "new information which is relevant and material to the matters being adjudicated". See ALAB-143 at 625. The purpose of this letter is to inform you and other interested parties, in accordance with the above referenced order, that Duke is contemplating a change in its quality assurance organization commencing in May of 1974. A copy of the proposed organization chart is attached. The reasons for this pending change are as follows:

- 1. Currently, Duke has thirteen nuclear units in various stages of design, construction and operation. The revised QA organization recognizes the concomitant increase in qA requi rements.
- 2. Along with this increase in requirements goes an increase in manpower making desirable revised lines of communications, responsibility and authority. Upon implementation in May 1974, most of those presently engaged in qA work will continue their present functi9as under the realigned organization, supplemented by additional personnel as needs continue to grow. Other than revisions resulting from the normal continual review, the revised organization will involve no substantive changes in program.
- 3. The proposed QA organization will be more in line with suggestions and comments made by survey teams from the ASME subcommittee on nuclear certification as to various aspects of meeting ASME code provisions.
- 4. Consistent with standardization objectives, the organization revision will permit consistent and standardized QA structure on all Duke projects.
- 5. Whereas our present organization has been found in conformance with 10CFR50 Appendix B, the restructured lines of communication, authority and responsibility will be more readily understood by others.
Duke submits that this letter complies with the directions of ALAB-143 and keeps interested parties well informed of our future plans in the QA area. This cha nge in qA organization will be formally described in safety analysis reports commensurate with the implementation of these proposed changes.
