SUMMARY

OF THE MARCH 20, 2013, PUBLIC MEETING TO DISCUSS THE DAVIS BESSE NUCLEAR POWER STATION STEAM GENERATOR REPLACEMENT ACTIVITIES

Dear Mr. Lieb:

On March 20, 2013, the U. S. Nuclear Regulatory Commission (NRC) held a public meeting at the NRC Region III office located in Lisle, IL. The meeting was between the NRC staff and First Energy Nuclear Operating Company (FENOC) representatives to discuss the licensees activities pertaining to the replacement of the Davis Besse Nuclear Power Station (DBNPS) steam generators in order to facilitate planning of associated NRC inspection activities.

The NRC staff began the meeting with a discussion of the purpose, agenda, and format of the meeting. The licensee then provided a presentation of its completed, in-progress, and future activities regarding the replacement of DBNPSs steam generators. During the presentation, the licensee also discussed plans for removal and disposition of the existing DBNPS steam generators. In addition, the licensee addressed in detail any applicable operating experience for the new replacement steam generators for DBNPS related to San Onofre Nuclear Generating Station (SONGS), Oconee, Arkansas Nuclear One, as well as other nuclear power plants. The licensee provided information on the design differences between SONGS, Oconee and other steam generators and the DBNPS replacement steam generators. The NRC staff asked the licensee questions throughout the licensees presentation, including questions on the licensees plans to evaluate the proposed changes to the steam generators to ensure the potential impacts of the changes are thoroughly addressed and the proper regulatory process is used.
