MD 3002)On March, 2, 2007, a Category 1 public meeting was held between the Nuclear RegulatoryCommission (NRC) and representatives of PSEG Nuclear, LLC (PSEG, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss technical aspects of the licensee's application for an extended power uprate (EPU) at the Hope Creek Generating Station dated September 18, 2006 (Agencywide Documents and Management System (ADAMS) Accession No. ML062680451). contains the meeting agenda, Enclosure 2 is a list of meeting attendees, and  is the licensee's presentation.The licensee presented information detailing steam dryer margin statistics relating to the EPUlicense amendment request (LAR) (see attached licensee presentation). The information discussed at the meeting was intended to be an overview of information provided in an LAR supplement (Accession No. ML070680314), dated February 28, 2007. The supplement discusses additional benchmarking to establish scale model test (SMT) flow rates more representative of mean steam flow speeds at current licensed thermal power (CLTP) and EPU conditions, modeling of additional steam dryer weld reinforcements that were made before initial plant operation but were not previously included in the finite element model used to predict stress levels for EPU operation, and monitoring reactor pressure vessel steam dome to confirm the absence of a significant pressure pulsation frequency peak at 80 Hz. The licensee discussed the validation of in-plant data and the steam dryer power ascension test plan during the meeting. The NRC staff asked how often the NRC will be notified before each power set point is reached during power ascension. The licensee stated that a specific notificationschedule has not yet been developed.The NRC staff was interested in how the Mach number used in scale mode testing for both the1/5th and 1/8th scales, including uncertainty, was measured, calculated, and validated. The licensee said these questions could be addressed in a formal NRC request for additional information (RAI).
