SUMMARY

OF NOVEMBER 12, 2019, PRE-SUBMITTAL PUBLIC MEETING WITH PSEG NUCLEAR LLC TO DISCUSS PROPOSED LICENSE AMENDMENT TO ADOPT 10 CFR 50.69, "RISK-INFORMED CATEGORIZATION AND TREATMENT OF STRUCTURES, SYSTEMS AND COMPONENTS FOR NUCLEAR POWER REACTORS" On November 12, 2019, a Category 1 public meeting (by teleconference) was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of PSEG Nuclear LLC (PSEG or the licensee) at the NRC Headquarters in Rockville, Maryland. The purpose of the meeting was to discuss PSEG's proposed license amendment request for Hope Creek Generating Station (Hope Creek) to adopt Title 10 of the Code of Federal Regulations ( 10 CFR)

Section 50.69, "Risk-Informed Categorization and Treatment of Structures, Systems and Components of Nuclear Power Reactors." The meeting notice and agenda, dated October 23, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19296D138. A list of attendees is enclosed.

PSEG's presentations slides are available under ADAMS Accession No. ML19316B738. The licensee discussed the technical adequacy of its current probabilistic risk assessment models used to analyze internal events, such as internal flooding and fire probabilistic risk assessment; and the deviations from the Nuclear Energy Institute (NEI) report, NEI 00-04, "10 CFR 50.69 SSC Categorization Guideline," which provides detailed guidance on the categorization of structures, systems, and components (SSCs) for licensees that choose to adopt Title 10 of the Code of Federal Regulations ( 10 CFR 50.69). The licensee provided its justification for deviating from NEl's guidance for passive components and seismic risks of safety-significant SSCs. During the meeting, the NRC staff stated that a virtual electronic audit may be required to access the basis documents and other reference materials cited in the application to improve the efficiency of NRC reviews. The licensee plans to submit its license amendment request to the NRC by the end of November 2019.
