OF MAY 25, 2023, PR E-SUBMITTAL PUBLIC MEETING WITH PSEG NUCLEAR LLC TO DISCUSS REDUCTION OF THE SITES EXCLUSION AREA BOUNDARY (EPID L-2023-LRM-0033)

On May 25, 2023, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of PSEG Nuclear LLC (PSEG or the licensee) by teleconference. The purpose of the meet ing was to discuss PSEGs intended license amendment request (LAR) submittal to r educe the Hope Creek Generating Station (Hope Creek) and Salem Nuclear Generating Station, Units 1 and 2 (Salem), Exclusion Area Boundary (EAB) in support of Wind Port. The meeting notice and agenda, dated May 10, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23130A181. A list of attendees is enclosed.

The licensee presented information from the slides contained in ML23144A007 to provide an overview of New Jersey Wind Port Project, the purpose for reducing EAB, accident dose analyses to justify EAB reduction, support ing technical analyses, modified EAB and LAR technical evaluation.

During the meeting, the NRC staff asked how the iodine partition coefficient increased from 1 to 100 for modeling of radioactivity in bulk water since the last Alternative Source Term evaluation for Hope Creek and Salem was done in 2005 or 2006 time frame. PSEG staff explained the change from 1 to 100 in iodine partition coefficient was previously performed under Title 10 of the Code of Federal Regulations 50.59 for primary to secondary leakage in the intact steam generators consistent with Regulatory Guide 1.183.

The NRC staff recommended that the most lim iting dose analysis calculation should be made available in a reading room for review. Also, the NRC staff suggested a table of current analysis of record input and parameters along with the methodology changes in loss-of-coolant accident dose consequence analysis should be provided in the LAR.

There were no comments from members of the public. No public meeting feedback forms were received.
