MILLSTONE POWER STATION UNIT 3 SUPPLEMENTAL INFORMATION FOR LICENSE AMENDMENT REQUEST STRETCH POWER UPRATE In a letter dated July 13, 2007 (Serial No. 07-0450), Dominion Nuclear Connecticut, Inc. (DNC) submitted a Stretch Power Uprate (SPU) License Amendment Request (LAR) to Operating License NPF-49 for Millstone Power Station Unit 3. Subsequent to the LAR submittal, DNC discovered that three pages of Attachment 7 to the LAR had been inadvertently omitted. Attachment 7 contained a proprietary Westinghouse document, NEU-07-128P, "Millstone Nuclear Power Station Unit 3, Stretch Power Uprate Program, Supplemental Information," dated June 25, 2007, that contained four sections, 2.8.3, 2.2.3, 2.2.2.7, and 2.2.2.5, in that order. The three omitted pages are pages 14, 15 and 16 of Section 2.2.3.
Please incorporate the three pages provided in the attachment into Attachment 7 of DNC's SPU LAR. to the July 13, 2007 SPU LAR contains information proprietary to Westinghouse Electric Company, LLC, and is supported by an affidavit that was included in Attachment 6 of the LAR. The affidavit was signed by Westinghouse, the owner of the information, and sets forth the basis on which the information may be withheld from public disclosure by the Commission.
The affidavit addresses with specificity the considerations listed in the 10 CFR 2.390(b)(4) and is also applicable to the three pages that are attached hereto. Accordingly, it is requested that the Westinghouse proprietary information included in the attachment (i.e., the three omitted pages) be withheld from public disclosure in accordance with 10 CFR 2.390(a)(4) as well.
Correspondence with respect to the copyright or proprietary aspects of the items listed above or the supporting Westinghouse Affidavit should reference Westinghouse letter CAW-07-2296 and should be addressed to Mr. J. A. Gresham, Manager, Regulatory Compliance and Plant Licensing, Westinghouse Electric Company, LLC, P.O. Box 355, Pittsburgh, Pennsylvania 15230-0355.
