SUMMARY

OF THE APRIL 20, 2007, MEETING WITH PSEG NUCLEAR, LLC, REGARDING AN APPLICATION FOR AN EXTENDED POWER UPRATE FOR THE HOPE CREEK GENERATING STATION REGARDING INTERIM FUEL METHODS (TAC NO. MD3002)

On April 20, 2007, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of PSEG Nuclear, LLC (PSEG, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss technical aspects of the licensees application for an extended power uprate (EPU) at the Hope Creek Generating Station (Hope Creek). A list of attendees is provided as Enclosure 1 and Enclosure 2 lists the meeting agenda.

By letter dated September 18, 2006 (ML062680451) PSEG submitted an amendment request for an EPU at Hope Creek. The licensee referenced the General Electric (GE) interim methods on fuel methodology in attachment 15 as part of this request (ML062680455). GE had some technical issues with the NRC staff draft safety evaluation (SE) issued on March 14, 2007, in regards to the GE Interim Methods Licensing Topical Report (IMLTR). Hope Creek would not be able to directly reference the IMLTR until it is approved.

During the meeting, the licensee presented the following three options for its EPU fuel methodology, including a discussion on the NRC staff request for additional information (RAI) question 3.8 which addressed the limitations and restrictions associated with implementation of the IMLTR.

1. Wait for the GE IMLTR to be approved.
2. Remove the GE IMLTR from the amendment request and create a new supplement for fuel methods; and
3. Reference the GE IMLTR and address the limitations and restrictions associated with the NRCs draft SE on the GE IMLTR.

The licensee stated that option 3 is preferred and would be pursued. Enclosure 3 lists the limitations and restrictions from the IMLTR discussed during the meeting. Many of the limitations and restrictions do not specifically apply to Hope Creek. The licensee stated during the meeting that the applicable limitations and restrictions would be addressed in a supplement to the initial amendment request. The NRC staff suggested that a revised attachment 15 would be an efficient approach to address the restrictions of the GE IMLTR. The licensee agreed to supplement their EPU application by May 10, 2007.

The licensee stated that the Hope Creek EPU schedule is on-track. The licensee is currently working on responses to RAIs from the NRC staff.
