SUMMARY
OF OCTOBER 24, 2023, PRE-SUBMITTAL PUBLIC MEETING WITH PSEG NUCLEAR LLC TO DISCUSS FUTURE AMENDMENTS REGARDING IMPROVED TECHNICAL SPECIFICATION CONVERSION, 24 MONTH FUEL CYCLE AND SURVEILLANCE INTERVAL EXTENSION, AND SAFETY RELIEF VALVE LIFT SETPOINT CHANGE (EPID L-2023-LRM-0080)
On October 24, 2023, a hybrid observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of PSEG Nuclear LLC (PSEG or the licensee). The purpose of the meeting was to discuss with PSEG on upcoming future license amendment requests (LARs) regarding improved technical specification (ITS) conversion, 24-month fuel cycle (24MFC) and surveillance interval extension and safety relief valve (SRV) lift setpoint change for the Hope Creek Generating Station (Hope Creek). The meeting notice and agenda, dated October 10, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML23283A153. A list of attendees is enclosed.
The licensee presented information from the slides contained in ML23291A139 to provide an overview and project description and development of each LAR.
During the presentation, the NRC staff provided the following statements:
Technical Specifications Task Force (TSTF) Traveler TSTF-592, Revise Automatic Depressurization System (ADS) Instrumentation Requirements, is currently under NRC review. The NRC staff cautioned that if TSTF-592 is not approved when the amendment is submitted, it will take more time to review the amendment. PSEG acknowledged the status of the TSTF and will make a determination on inclusion in the ITS LAR closer to the submittal date.
Based on experience with other industry submittals, the NRC staff stated it would be helpful if the ITS license amendment request provides licensing basis information for specific changes that reflect the current technical specification. PSEG acknowledged the comment and stated that the justification for the changes in the LARs will be sufficiently documented to reduce the likelihood of similar challenges experienced by previous applicants.
Removal of the nominal trip setpoints and only maintaining the allowable values has led to several questions on the control of setpoints and should be addressed in the LAR for ITS. PSEG acknowledged the comment and stated that justification will be sufficiently documented to reduce the likelihood of similar challenges experienced by previous applicants.
Surveillance analysis information similar to information provided for Fermis 24MFC amendment should be provided to support the surveillance interval extensions. PSEG acknowledged the comment and stated that appropriate justification for each surveillance extension will be provided in the 24MFC LAR.
PSEG should review the 2018 Information Notice regarding reliability of 3-stage Target Rock SRV reliability evaluation in preparation of the amendment to ensure that these actions to address SRV reliability are being pursued. PSEG acknowledged the comment and stated that the information notice is being used to drive actions to improve SRV reliability.
When the 24MFC amendment is approved, current inservice testing (IST) period for Hope Creek ends the Summer of 2026 and 24-month cycles start the end of 2025. The IST program needs to be updated to remain in compliance. PSEG stated that we are not anticipating, nor seeking any IST program relief as part of the 24MFC LAR and that testing activities required by the current 10-year interval will be completed as required.
PSEG representatives stated that ITS conversion license LAR, 24MFC LAR and SRV lift setpoint LAR are not linked but these three LARs will be submitted in parallel in May or June 2024.
