TO DISCUSS A POTENTIAL MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE FOR HOPE CREEK GENERATING STATION (CAC NO. MF9744)

Dear Mr. Sena:

On May 31, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of PSEG Nuclear LLC (PSEG or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a proposed measurement uncertainty recapture (MUR) power uprate and potentially "linked" license amendment requests (LARs). The meeting notice and agenda, dated May 18, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17138A077. A list of attendees is enclosed.

The licensee presented slides during the meeting (ADAMS Accession No. ML17145A361). The licensee discussed its intent to submit an MUR power uprate LAR in early June 2017 that will depend upon issuance of a pressure-temperature limits report (PTLR) LAR currently under NRC staff review. These amendments would be considered linked if the MUR cannot be issued unless the PTLR LAR is approved; thus, both are under NRC staff review at the same time.

The PTLR LAR was accepted for NRC staff review in May 2017 and is currently scheduled for decision by the end of this year.

The licensee stated that there is a "small overlap" between the PTLR and the proposed MUR LARs. PSEG staff discussed the background of the PTLR LAR with evaluation of the 120 degree fluence capsule removed from the reactor vessel during the 2015 refueling outage.

The evaluation results were reported to the NRC in October 2016, noting that changes to technical specifications were required. The licensee also stated its intent to implement the MUR after the spring 2018 refueling outage and that this schedule necessitates submittal of the MUR prior to issuance of the PTLR LAR. The licensee also intends to install the hardware for the MUR during the next refueling outage.

The NRC staff questioned whether delay of the issuance of the MUR LAR would impact plant operation if the NRC was not able to make a decision on the MUR, considering the installation of the new hardware. PSEG stated that plant operation would not be impacted. NRC staff informed PSEG that if it submits the MUR LAR in early June 2017, there is a high likelihood that the staff will not accept the MUR LAR (consistent with NRC staff guidance to not accept linked LARs) since the MUR LAR depends on approval of the PTLR LAR. NRC staff indicated that if

P. Sena, Ill PSEG submits the MUR LAR after the review of the PTLR has progressed further, then acceptance is more likely. PSEG stated it would consider the NRC staff's feedback.

The NRC staff also stated that the Peach Bottom Atomic Power Station (Peach Bottom) MUR currently under review by the NRC is a good reference for Hope Creek Generating Station. Any deviations from the content of the Peach Bottom MUR LAR should be discussed and justified in detail in the LAR.

Subsequent to the meeting, PSEG informed the NRC staff that it would conduct a comparison with the Peach Bottom MUR and now plans to submit the MUR LAR in mid-July 2017.

A member of the public, Mr. Marvin Lewis, participated by phone. Although public meeting feedback forms were not received, Mr. Lewis stated that he had a great deal of trouble hearing the discussion during the meeting and that too many acronyms were used. (The NRC staff notes that the example that Mr. Lewis gave during the meeting of an acronym that was not defined, MUR, was, in fact, defined during the meeting discussion). Mr. Lewis also commented that he hoped a power uprate issued under appropriate NRC rules and regulations would allow taxpayers to save money. He expressed concerns that the NRC staff should be inspecting for cracks in the reactor pressure vessel and other important components and should indicate how the MUR will impact these structures, systems, and components. The NRC project manager stated that Mr. Lewis could call the NRC to discuss his concerns and provided him her contact information.
