SUMMARY

OF MARCH 30, 2021, PRE-SUBMITTAL PUBLIC MEETING WITH PSEG NUCLEAR LLC TO DISCUSS LICENSE AMENDMENT REGARDING ULTIMATE HEAT SINK TECHNICAL SPECIFICATION CHANGES (EPID L-2021-LRM-0036)

On March 30, 2021, a pre-submittal public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of PSEG Nuclear LLC (PSEG or the licensee) by teleconference. The purpose of the meeting was to discuss PSEGs plans and details for the upcoming license amendment request (LAR) regarding changes to the ultimate heat sink (UHS) technical specifications (TS) for Hope Creek Generating Station. The meeting notice and agenda, dated March 16, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21076A000. A list of attendees is enclosed.

The licensee presented information from the slides contained in ADAMS Accession No. ML21083A285, on the background of previous UHS amendments and discussed changes to the UHS TS. Specifically, the licensee discussed the following changes to the UHS TS:

Revise the temperature in UHS LCO 3.7.1.3b and in TS Action for emergency discharge valves from 85 degrees Fahrenheit (°F) to 88 °F.

Current TS require unnecessary shutdown for single equipment failure. Replace TS action to have all emergency diesel generators (EDGs), safety auxiliary cooling system (SACS) pumps and station service water system (SSWS) pumps operable above 88 °F with new 72-hour allowed outage time (AOT) for one EDG, SACS pump or SSW pump inoperable.

Revise TS UHS average temperature to 91 °F with a peak of 93 °F.

Revise Surveillance Requirement (SR) 4.7.1.3.b temperature from 82 °F to 85 °F for implementing increased monitoring frequency.

During the meeting, the following comments were made by the NRC staff:

The TS Bases should include a scenario where the UHS temperature is above 88 °F and one SSWC (or one SACS pump or one EDG) is inoperable.

Since the Hope Creek TS is a custom TS, TS requirements regarding 72-hour AOT related to UHS should be compared with the LCO 3.7.2 in NUREG-1433.

The LAR should state the maximum SACS water outlet temperature of 95 °F (normal) and 100 °F (post-accident) has no impact on the containment analysis during an accident.

The other, recent UHS LAR precedents should be considered in developing the Hope Creek UHS LAR.

There were no comments from members of the public. No public meeting feedback forms were received. No regulatory decisions were made at the meeting.
