SUMMARY

OF FEBRUARY 12, 2019, CLOSED TELECONFERENCE MEETING WITH PSEG NUCLEAR LLC AND GENERAL ELECTRIC-HITACHI NUCLEAR ENERGY TO DISCUSS A GENERAL ELECTRIC PART 21 ISSUE On February 12, 2019, a closed teleconference meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of PSEG Nuclear LLC. (PSEG) and General Electric-Hitachi Nuclear Energy (GEH). Hope Creek Generating Station (Hope Creek) has been identified as one of the boiling-water reactors having a GE (General Electric) Part 21 issue involving the potential to exceed the low pressure safety limit (LPSL). The purpose of the meeting was for PSEG and GEH to present a potential alternative approach utilizing the pressure range change to address GE Part 21 Safety Communication (SC) 05-03. The teleconference meeting was closed because the GEH presentation contained the proprietary information. This meeting summary does not include any SUNSI information. The meeting notice and agenda, dated January 30, 2019, are available in the Agencywide Documents Access and Management System at Accession No. ML19030A357. A list of attendees is enclosed with this memorandum.

PSEG and GEH presented an overview of the following areas to assess the feasibility of reducing Hope Creek's LPSL.

  • GEXL Correlation Overview and Pressure Dependence
  • Evaluation of Pressure Regulator Failure - Open The LPSL reduction is based on a first-of-a-kind approach to extend the GEXL critical power vs.

pressure trend from the GNF-3 fuel product line data to the GNF-2 and GE-14 product lines in use at Hope Creek. The NRC staff indicated that there were no apparent "show stoppers" in this proposed approach based on their initial review of the presentation, but the justification for lowering the low bound of the GEXL pressure application range must be provided in the license amendment request. PSEG indicated that the scope of formal GEH analytical work required to support a license amendment request to change the LPSL will be developed within the next several weeks, followed by a PSEG management decision on next steps.
