November 19, 2020 LICENSEE: PSEG Nuclear LLC FACILITY: Hope Creek Generating Station

SUMMARY

OF OCTOBER 27, 2020, PRE-SUBMITTAL PUBLIC MEETING WITH PSEG NUCLEAR LLC TO DISCUSS REPLACEMENT OF SOURCE AND INTERMEDIATE RANGE NUETRON MONITORS WITH NUMAC WIDE RANGE NEUTRON MONITORING SYSTEM (EPID L-2020-LRM-0098)

On October 27, 2020, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of PSEG Nuclear LLC (PSEG or the licensee) by teleconference. The purpose of the meeting was to discuss PSEGs proposed licensing approach to replace the Source and Intermediate Range Neutron Monitors (SRMs/IRMs) with the General Electric Nuclear Measurement Analysis and Control (NUMAC)

Wide Range Neutron Monitoring System (WRNMS) for Hope Creek Generating Station (Hope Creek). The meeting notice and agenda, dated October 13, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20287A247. A list of attendees is enclosed.

The licensee presented information from the slides contained in ADAMS Accession No. ML20294A063.

The NRC staff discussed PSEGs assessment of SRMs/IRMs replacement with WRNMS, focusing on whether this approach falls within the scope of Title 10 of the Code of Federal Regulations (10 CFR) 50.59, Changes, tests and experiments and Regulatory Information Summary (RIS) 2002-22, Supplement 1, Clarification on Endorsement of Nuclear Energy Institute Guidance in Designing Digital Upgrades in Instrumentation and Control Systems. The following issues were discussed by the licensee and the NRC staff:

1. The licensee stated that the modification under 10 CFR 50.59 will be supported by a qualitative assessment using RIS 2002-22, Supplement 1, criteria and guidance. The NRC staff suggested that the licensee should provide a documented basis for a sufficiently low likelihood of common cause failure of the proposed new design ensure accurate differentiation between diversity and defense in depth in the qualitative assessment.
2. The NRC staff stated that the 10 CFR 50.59 evaluation and associated qualitative assessment should address RIS guidance changes that involve networking, combining design functions from different systems; interconnectivity across channels, systems, and divisions; or shared resources. This merits careful review to verify that modifications of appropriate design attributes do not introduce reductions in the redundancy, diversity, separation, or independence of Updated Final Safety Analysis Report-described design functions. The NRC staff also cautioned the licensee regarding discussion of diversity being credited in the Updated Final Safety Analysis Report.
3. The NRC staff asked whether the method of evaluation of the Rod Withdrawal Error Transient that uses the Intermediate Range Neutron Monitors upscale trip will be the same as the method required to model the period-based trip from the WRNMS. Staff noted the licensee should evaluate the method in consideration of 10 CFR 50.59(c)(2)(viii).
4. The licensee informed the NRC staff that Peach Bottom Atomic Power Station (Peach Bottom), Units 2 and 3, went through a similar NUMAC WRNMS upgrade in the late 1990s.

The NRC staff stated that the licensee should use the Peach Bottom operating experience for the Hope Creek NUMAC WRNMS installation and should compare design features, such as internal design processors and detector design, between Peach Bottom and Hope Creek. (The NRC staff subsequently determined that the Peach Bottom WRNMS upgrade was performed using a license amendment per 10 CFR 50.90.)

5. NRC staff asked if the license amendment request (LAR) would provide a sufficient description of the new WRNMS in addition to the proposed Technical Specification (TS) changes. The licensee responded that the LAR would provide a description of the modification along with the proposed TS changes, but not to the extent of detail that would be consider for a license amendment for design.

The licensee noted it would like to meet with NRC again as the modification plans are developed to further discuss its proposed approach. There were no comments from members of the public. No public meeting feedback forms were received. No regulatory decisions were made at the meeting.
