OF MARCH 2, 2007, MEETING WITH PSEG NUCLEAR, LLC, ON AN APPLICATION FOR EXTENDED POWER UPRATE FOR HOPE CREEK GENERATING STATION REGARDING STEAM DRYER MARGIN (TAC NO. MD 3002)

On March, 2, 2007, a Category 1 public meeting was held between the Nuclear Regulatory Commission (NRC) and representatives of PSEG Nuclear, LLC (PSEG, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss technical aspects of the licensees application for an extended power uprate (EPU) at the Hope Creek Generating Station dated September 18, 2006 (Agencywide Documents and Management System (ADAMS) Accession No. ML062680451). contains the meeting agenda, Enclosure 2 is a list of meeting attendees, and is the licensees presentation.

The licensee presented information detailing steam dryer margin statistics relating to the EPU license amendment request (LAR) (see attached licensee presentation). The information discussed at the meeting was intended to be an overview of information provided in an LAR supplement (Accession No. ML070680314), dated February 28, 2007. The supplement discusses additional benchmarking to establish scale model test (SMT) flow rates more representative of mean steam flow speeds at current licensed thermal power (CLTP) and EPU conditions, modeling of additional steam dryer weld reinforcements that were made before initial plant operation but were not previously included in the finite element model used to predict stress levels for EPU operation, and monitoring reactor pressure vessel steam dome to confirm the absence of a significant pressure pulsation frequency peak at 80 Hz. The licensee discussed the validation of in-plant data and the steam dryer power ascension test plan during the meeting. The NRC staff asked how often the NRC will be notified before each power set point is reached during power ascension. The licensee stated that a specific notification schedule has not yet been developed.

The NRC staff was interested in how the Mach number used in scale mode testing for both the 1/5th and 1/8th scales, including uncertainty, was measured, calculated, and validated. The licensee said these questions could be addressed in a formal NRC request for additional information (RAI). Other topics discussed during the meeting, which will be addressed through RAIs, included how low-frequency pressure loading is monitored, how loading on the steam dryer due to vibration at the re-circulation pump bypass frequency is monitored, bias and uncertainty involved in the Strain Gage measurement, Acoustic Circuit Model (ACM) analysis and Finite Element analysis, and how the conservative factor was derived based on the pressure loads on the dryer resulting from the ACM analyses.

During the meeting, the licensee committed to provide the following documents for staff review:

- Report on reactor pressure vessel dome dynamic pressure data recently collected by PSEG (Structural Integrity Report).

- Stress report based on new in-plant strain gage data at CLTP with all gages working.

PSEG representatives stated that the Hope Creek EPU schedule is on-track. The licensee is currently working on responses to RAIs from the NRC staff.

There were no members of the general public in attendance. However, a few representatives of other licensees participated in the meeting who had previous proprietaty agreements with the vendor. Public Meeting Feedback forms were not received.
