EGbQ QROHit'I H BT LOBBY rlARD NRC P Dk!NBIC ilAYB G 5 1 1 1 FORD DLDQ HOY I A LPDR NSIC HARB IS>J TOTAL NUNBER OF COPIES REQUIRED" LTTR 46 ENCL,45 Rochester Gas and El ic Corp.U.S.Nuclear Regulatory Commission Page 2 February 10, 1988 Attachment To Close-out Of Februar 9 1988 Unusual Event R.E.Ginna Nuclear Power Plant Docket No.50-244 On February 9, 1988 at approximately 1032 EST with the Reactor in the Refueling Shutdown Mode a contract Health Physics Technician fell approximately fifteen feet inside of the containment vessel in the"B" Loop Reactor Coolant Pump Seal area.At 1033 EST the Control Room was notified of the event and a medical emergency was declared inside the containment vessel,"B" Reactor Coolant Pump Seal Platform area.The onsite medical response team responded to the medical emergency scene and the plant doctor and ambulance were called.The onsite medical response team gave the injured person emergency first aid treatment and placed him on a backboard because of a potential back injury.At 1052 EST the ambulance arrived onsite and at 1059 EST the plant doctor arrived onsite.After consultation between the doctor and ambulance crew it was decided to transport the injured person to Rochester General Hospital prior to removing his anti-contamination clothing and performing any needed decontamina-tion because of his potential injuries.A plant Health Physics Technician was to accompany the ambulance crew for radiation and contamination control both during transport and at the hospital contamination wing.At 1115 EST the Operations Shift Supervisor declared an Unusual Event in accordance with SC-100,"Ginna Station Event Evaluation and Classification," EAL: Contaminated injury;transportation of externally contaminated injured individual to a hospital.All offsite notifications were made per SC-601,"Unusual Event Notification." At 114 1 EST the ambulance departed the site with the ambulance crew and a plant Health Physics Technician enroute to Rochester General Hospital contamination wing.With the medical emergency terminated and the injured person at the hospital, the Operations Shift Supervisor, with approval of the Superintendent
